Why preload it? If we want to add an app, we know where the Play Store is. Any time I hear an app will be preloaded I already know that means it will be un-installable.
If you're concerned about bloatware, then get a Nexus device. Otherwise if you're buying carrier branded equipment, then you just have to tolerate the modifications they male to it. That may be annoying but it is the price of getting that subsidy. ...
