Ok so in may i had some financial problems that rolled over until now....
Us Cellular disconnected my phone due to non-payment in may....
I want to remidy the situation...
I owe like 400.00
my question in can i pay it and will they turn back on my service...or has it been to long and i have to pay a deposit again...?

It depends if the account is closed or just suspended. Just call customer service they will let you know.

Typically if the account has been cancelled it has been sent to a collection agency. You would need to contact the collection agency to take care of the balance. Then you could go back to US Cellular and have them re-run your credit to see if there would be a deposit required.
