Does VzW charge to change number to new area code?

My wife just got her father to add her to his (national) VzW plan; phone is arriving shortly. (He's in California; we're in PA.) He went to a VzW store to have her added; the rep told him that VzW would allow my wife to switch her cellphone number to a local number for free. Is this true? Can this be done anytime, or only during the first 15 days?

If it matters, no porting is involved; this is a new number.

Thanks for any replies...
