somewhat dumb questions?

what would vzw do if i walked in with a vzw fone, used and wanted to sign up for a new service plan? (for instance a moto t730)? can i do that, or do i have to buy a phone too then activate the other? (on vzw website?)

you can activate a phone you have and not buy a phone. There is a 1 yr minimum contract required but you will be eligible for an upgrade whenever you want

but can you activate a used phone and put it on any of say, the america's chioce family plans?

Yeah you can activate the phone as long as its still compatable. Which the MotoT730 is. You can choose from any of the current available promotional plans whether or not you're buying new equipment. It will just require an agreement, normally one year based on your area.
