New Every 2 at Electronic Retail Stores?

Can I renew my cell phone contract, upgrade my phone, AND take advantage of the NE2 discount at stores like Best Buy or Circuit City? Any disadvantage from going to a stand-alone Verizon store if the prices are better?

I beleive that is a yes at circuit city and no at Best buy
