Option 1 is to program a new device, or reprogram the long way for an ESN change.

Option 2 updates PRL, Preferred Roaming List, which is a big way of saying network footprint and tower allowances. The PRL will communicate to your phone tower location and signal, generally improving signal quality if new towers have gone up or they have recently tweaked the output of said towers, and also can help battery problems in regard to energy used by the phone while searching for signal. The battery thing is pretty unnoticable though.

You should *228 option 2 any time you travel to a new area of the US, though, and make sure while traveling your device is set to Network Automatic B.
