Basically it sounds like we wouldn't be stuck with only Verizon phones. Consumers would just have phones and then pick a network! Hopefully I am reading correctly into the article.
It's just an idea now but I think it would be pretty cool if they followed through with the plan. Here is the article:

That's referred to as the AWS band. The 2100 band transmits from the tower to the phone, while the 1700 band transmits from the phone to the tower. Some carriers are using the new spectrum exclusively for data, while others will use it to add voice to markets they don't already have coverage.

The 800 licenses are already taken. The 1900 licenses are just about all taken. Wireless carriers need more spectrum to handle data, and that's where AWS comes into play.
