Since I'm getting the new Q sometime tomorrow, do I need to cancel my vpack, and get a data plan? Or does the Q still allow vcast iwthout a new data plan?

No, VCAST won't work on the new Q or any of the smartphones/PDAs for that matter. VCAST will come off your account when you change to the new Q

They have a new service for at least the Q right now called vzw appzone. Ithink if that works they are going to put it on other pda's as well.

Sorry Phone Mechanic, but the New Q 9m does support partial VCAST. Go look at the Verizonwireless.com website and it says it supports VCAST Music. If you look at the screen shots everywhere, they've got there Verizon branded GUI which includes VCAST.
As for is it a seperate charge on the Q9m that's a good question. This is the first smart phone with any VCAST compatibility, but I'd put money on VCAST costing you a little extra.

You can access the music store without having a data package because you don't get charged data as long as you don't try to go to a different site. You also can't have the VPak, only the regular data package if you want.

I hate to say it, but from my experience, if you are pulling any...and I mean any data over the air that is not customer service oriented data on a PDA phone they WILL charge you. VCAST enabled or not the system is setup where if you have a smart phone, it charges you by the KB, so bend over and hand in your wallet. Charges for VCAST on smart phones seem to be you pay a charge for access to the content, then you pay again for the content then you pay a third time for downloading. It can get rather painful fast. If you have any doubt about what it will cost ask your rep ahead of time and throw out the senarios and see what they say. I'm pretty sure it will be inline with what I'd said.

It's in the M&P that it doesn't charge per kb. Only if you try access a different site or 3rd party link.

the new SW version of the Q will support vcast music, and they're making a program that is a get it now interface so you can use get it now apps, line the ringtones and vz navigator. but you'll need a data plan to use internet and email, and a voice plan for calling. it wont use your minutes when browsing stuff like your old phone will.
