Hey cool are you getting the i730? You will not be disappointed! I will sadly (very sadly) have to give mine up once the HTC Kaiser comes out. Although the Kaiser will have features my i730 doesn't have (tilt screen, WM6, AT&T services, GPS, always on PTT [I have 3rd party PTT on i730 which works like IM so you cant leave it on all day]) I hope it is still as solid as my i730. Like smooth moving parts, good reception, few resets....

Anyway, to answer your question, yes you can use Wi-Fi with no voice plan and/or no data plan.

The WiFi is independant of the phone even having service. In fact, for WiFi to be on the radio must be off anyways.

Not necessisarily. New ROMs allow for the use of Wi-Fi and phone together. Like on my i730's older WM2003 ROM, Wi-Fi and phone cannot be on together. But with a newer build on WM5, I can. I know, because I've gotten and made calls when using Wi-Fi.
