What is loyalty credit and whats the difference between that and the quarterly government discount..

Background: I am a current verizon customer since 1995 when they were airtouch, same number but tons of phone upgrades, anyways i just found out my new every two means crap cause i could of gotten a better deal through state/government discount which changes every quarter.
anyways i am due up for my ne2 in march i believe and was thinking of getting a new phone most likely the new voyager or the other touch screen phone. so tell me verizon reps and/or ex workers how can i get the phone as cheap as possible..

I looked at the most recent govt pricing list, and frankly, the retail pricing is usually better than the government pricing, except on low end handset...

the NE2 is going to be better than corp pricing in every situation. There are no instances where corp discounted pricing (which is what goverentment agencies that are contracted with VZW get) is lower than the NE2 price. In a few instances it might get close, where for a 10,000+ line account might get phones that are $70-$90 off of consumer price, but not $100 off. With the new tiered NE2 system though were lines 34.00-79.98 will only get $50 off, the corp pricing might be better.
