Verizon Blocking Ringtones?

I just got a replacement Motorola KRZR K1m handset after my old one broke. I had created a ringtone for my old handset that was silent for the first few seconds so my phone would vibrate before ringing the way my old V276 would. I sent this ringtone as an mp3 to [email protected] and it showed right up as a ringtone on my phone.

With my new handset this won't work. I had to convert it to an .mid, .amr or .qcp file for it to even go through, but even then it only shows up in my sounds and isn't available as a ringtone. Has Verizon changed the system to block this ability? Is there any way to get files from sounds to ringtones in my phone? Is there another work around other than using P2K and doing seem edits? I'd even pay for the rington...
