Is there an emergency plan?

Is there a plan that's as basic as basic gets? I want to use this as an emergency line, is there such a thing?

If by emergency, you mean 911 only, buy an unactivated phone on eBay and this will make 911 calls for free with no plan needed.

If by emergency, you mean occasional use, prepaid is the way to go. You can get either a T-Mobile To Go phone or AT&T GoPhone and put $100 on the account and that will last for a year, so that equals about $8 per month. AT&T has better coverage but you get more minutes for $100 with T-Mobile, it's your call.

Verizon's prepaid options are not so good for this type of use.

if you have a plan currently with more than one phone on it RIGHT NOW, you can add a line for $10 a month. have to be on current pricing/minutes to be eligible for that, but some people do that. IF they have a family plan already.
