WHY Open Access requires device testing

So, this is my first PhoneScoop post- but I've been watching the commentary here for almost a year and feel like I finally have something to contribute.

Verizon has finally decided to open up their network and permit 3rd party handsets to operate off of their towers. There has been some outcry from casual observers complaining about the need to certify devices before activation, rather then simply allowing anything built on CDMA bandwidth to be activated no-questions-asked. This would be like a GSM carrier who could care less what kind of phone you have, whether it was purchased overseas or whether you built it on a breadboard in your basement...

Just a little community college right now. I haven't learned much at all about RF theory in the lower level classes I'm completing. This stuff I found doing some extra research on my own.
