I'm told the 1.99 is not charged as long as you maintain an account online, but are there data charges? How does this work?

From my understanding, if a service requires data transfers (e.g. my account on your phone, VZ Navigator), there is no data charge (with the exception of mobile web, of course).

I think they will charge you when you download the app, but not when the program is being executed.

I've never been charged. Ever. Used it many times and have an on-line account. I've never even seen the fee appear on a bill with a credit. I've never paid to download the app at all.

By the way...

If you are on America's choice calling plans it only takes out of your minutes.

If you're on Nationwide there's a POSSIBILITY that you will be billed at $1.99 per MB. I have read that it's not supposed to charge you, but that unfortunately doesn't always happen.
