stupid question
can i buy a prepaid phone at target and put it on a postpaid account.

I don't see why not, as long as it is a phone that is meant for the plan and network you are attempting to put it on. You can't go but a Virgin Mobile phone and put it on Verizons Prepaid plan, just as an example.

No, the ESN numbers are locked onto prepaid accounts only, it must be activated on a prepaid account for 6 months before it can be converted to postpaid.

The acct holder can call in and we can offer to sell them a new device at the 1 year price if you don't have insurance. Just call cust care and let them know that your phone has been damaged and that you don't have insurance but you were told you could get a new phone at the 1yr price. It's not much but better than buying full retail price! 😎
