Signal strength on LG Dare

Why are the signal meters on the LG Dare not consistant with each other? The EV signal always seems stronger than the 1X signal. Shouldn't this be consistant?

They are two different signal types so no they won't be consistant, if they were supposed to be consistant why would they put seperate indicators for EV and 1X?
