they are not allowed to sell any Storms before the 21st, if they do, they could see major legal actions taken against them.

Outrageous? It's probably just full retail. They can't advertise ANYTHING without potentially causing legal issues with VZW or consumers, so they likely just put the most expensive price they have - full retail.

BBY will not have inventory until the 17th. Storms will not be sold prior to the 21st.
