This happened to me when I had my PN 820 with Verizon. I never had this happen with AT&T, so I ported back, which was sad, because I like Verizon, but in my city, they don't have as good of coverage.

In your case, I think you have a defective phone, did you just buy it? If yes, you can exchange it for a new one. If not, you may want to look on eBay for a replacement.
