I've seen on ebay some verizon branded startec's. Were they digital? If I bought one, what would the quality be on the network?

Upon further investigation, you are correct...but why would you want to use an 8 year old cellphone?

I don't think it would be 911 compliant, so it couldn't be activated. But again, I may be wrong...

It is not e911 compliant so you can't activate it. I have an old timer customer that has had one on his account since the good old days and he can't take it off and put it back on (it is grandfathered). If his breaks he strips the other ones I have rounded up for him and uses the spare parts. I kinda wish I could rock one though...try to start the new/old trend.

Check Infomanager. They lifted the E911 compliance restriction just last week. I'm not even kidding you.
