No data plan smartphone

I'm a little confused with Verizon's smartphone options. I would love to have PDA funtions on my phone (sync with Outlook, by wire or bluetooth) but the way I understand it one has to have a data plan ($30/ m) to purchase a smartphone. Does Verizon offer a smartphone or near smartphone cell phone that offers good PDA functions ?

Anything that was released before 11/2008

Of the ones I see on the website that would be:

Palm Centro ($49.99)
SMT5800 ($99.99)
XV6900 Touch ($99.99)
Samsung i760 ($149.99 and has wifi)
...

Curious, what does the 11/2008 date have to do with it??

That was when data plans for new smartphones were made mandatory. Anything that was for sale before that date falls under the old terms that allowed for you to not have a data plan.
