They already do on the GSM side, in areas where there is no GSM carrier. That, of course, was from the buyouts of Alltel & RCC with their GSM roaming networks.

As for LTE; AT&T will need Verizon more than Verizon will need AT&T. Verizon shows more interest in covering rural markets (USCC does the best for rural markets) than AT&T does.
