OPEN DEVICE POLICY.
What is it?

Basically that Verizon has an approval process for non Verizon branded handsets to get approved for service on their network.

This is not mainly about Cell phones (though people hope they move in that direction) but more about no cellphones (industrial equipment and the like) being able to access Verizon's network.

I'll see if I can find the page on it.

If the phone is verizon branded (and has agps) you can activate it on a verizon plan, assuming it is not linked to another account or locked as lost/stolen.
