If I order 3 lines on the Family Connect, and the 3rd is for MOM (who doesn't use messaging or Web) is the 3rd line charged the $19.99 fee OR would it be $9.99?

$9.99, but she still gets unlimited text, just not web. i suggest leaving it at the $19.99 addition, that way she is never charged per mb fee's for ringtone downloads and things like that. plus you could show her how to use the mobile email feature. a lot of people like that, even if they aren't really tech savvy.
