This sounds very much like he's laying the groundwork for putting a cap on iPhone downloads. That, or degrading their rank in packet prioritization so that less hungry users get the first shot at the bandwidth.

Way to go for not even citing where this is from, but RDLV is most certainly talking about bandwidth abusers... this does not mean iPhone users. It's people who use their phones and aircards for stuff that is against the TOS and degrade the service of other users. That's why there's a 5 GB cap now on new aircard plans.
Just because AT&T talks about it publically so consumers are in the know doesn't mean that no other telecommunications company is doing the same thing. Get real.
