Why the Different Policies in Different Markets?

I noticed after a recent trip to California that Verizon was being sold in almost every non-exclusive store there was. Yet, here, in North Carolina, as Ive understood it, they will not enter into any non-exclusive contracts. Why is this? If anyone knows or has any insight, it would be greatly appreciate because I would love to have a chance to sell Verizon. Thanks in advance for any info

Different state, different market, different people, its just different. Also consider population, population density, stores per people.
