Account Manager (Not Owner) Abilities

What are the limitations of just being the account manager versus being the actual account owner?

Can the account manager authorize a transfer of liability?

No. The account manager doesn't own the account.

The account manager can't authorize a name change, add someone else as an account manager or change the billing system account password (technically you can through the website, but not over the phone). Everything else is pretty much open.
