In Network Text Messaging
Technically, the answer is NO. The unlimited IN-Network text messaging is only available on the Verizon Wireless digital network, also known as the National Enhanced Services Rate and Coverage Area.
IN-Network calling, however, is in fact available throughout the extended network, except for a small sliver somewhere in the south. In this area, your phone will display a flashing roam indicator in addition to the words "extended network."

Not only was I able to send and receive text, I was able to use Mobile Web and Get It Now.
The technical specifications, are beyond me. But I have the impression that Alltel's CDMA network is almost a clone of Verizon's.
But some parts of the extended network are Sprint's PCS network. So you can begin to see how some features and services may flow through one carrier's network but not another.
