OLD OLD activation fee on a 2 year agreement was Free..Then Verizon realized they were the only ones not charging an activation fee on a 2 year vs. the other competitors..

So...they changed it to $15 on a 2 year contract, $35 on a 1 year contract...(ahemm Cingular charges $35 for 1 or 2 year ahemm)

Now they have changed it to $20 just last week for a 2 year, $35 for a 1 year...still lower than Cingular..

And just to add their is no activation fee at all when you upgrade..(after your first 1 or 2 year agreement is fulfilled)
