Can we cancel without a termination fee because of this?

In a word, no. Changes in taxes, government surcharges and fees, etc, are all part of the cost of doing business and are not part of the agreement between you and the carrier. That said, you want out of your contract? Call customer service and complain that you have no service and/or lots of dropped calls at your home address. Not a dead spot on your commute or in your employer's parking lot. AT YOUR HOUSE. And not only you but your family and friends complain that they have the same problem at your home. No matter what the customer service rep or the Tech Support rep does (troubleshooting, replace your phone, trouble ticket, etc) just stick with it.
