Technically speaking can't someone walk into a VZW store and purchase any cell phone at retail price, sign up for any Americas Choice or any other plan for that matter and choose not to have a promotion and not be bound to a contract?

No. You can purchase equipment at full retail, but to sign up for any plan you will have to sign a contract, unless you choose a prepay acct in which there are seperate phones for prepay. Seeing as how you have to sign a contract anyway, it's best to do a 1 or 2 yr so you can discounted equipment. Now if you wanted to upgrade your phone w/o extending your contract, then you would have to pay full retail.

Alltel will let Ya. BUt I do not think any other non prepay carrier will let you do that!
