New service on a non-E911 StarTac?

The StarTac (mine is the 7868W) seems to have been the last "industrial strength" phone from Motorola or anyone else -- please let me know if I am mistaken. (Almost) all cell phones today are designed to be disposable and are very fragile.

I'd like to have a cell phone, like my 7868W (I have a used and a NIB ones) that are indestructable basic phones without all the bells and whistles that come standard on phones these days. Even the 7868W has a few unnecessary features.

Since the StarTacs are non-911, I wonder if I can sign up for a Verizon plan, preferably one with a free phone, then have VZW switch my account to the StarTac, and sell or give away the free phone.

No you can't, it's not E911 capable.
