Verizon is not Kidding Either....

Link to FCC E911 Wireless Guidlines and Petitions,
FCC has issued calls for compliance for over 2 years.

The GPS/Non-GPS thing only comes into play with CDMA technology, since GSM use another technology to locate you so GPS is optional on those phones.

GPS is included with Qualcomm Chipsets since CDMA towers do not allow other techniques of triangulating you that are easy. (ala. It was cheaper to put in a GPS feature)

I thought the phone HAS TO BE e911 compatible to be activated on any network right now.

Besides the Network based e911 is only reliable if:
- at least 3 towers are available
- towers have to be on 2 axes (towers along the highway won't give an accurate location)

Where aGPS doesn't have this problem
