Claimed FCC Regs & Realtime Disclosure of Airtime Usage

BACKGROUND: My next bill includes over $130 in peaktime overage charges. Determined to be more on top of things in the future, I've put together a spreadsheed to keep track of my peaktime usage via Verizon's #MIN (646) txt·msging service, to be accessed first thing, every Monday morning. My rationale is that my most recent peaktime minutes will be well over 48 hours old at that point, and therefore, the figure provided via #MIN should be both accurate and complete.

Sunday evening at 8:51p, a #MIN query yielded a report of “Pk:30”. This morning (36+ hours later), another query showed, “Pk:92”. Since I doubted that I'd used 62 minutes between 06:00a and 09:01p yesterday, I called VZW to get a breakdown of my airtime-per-call usage. ...
