CDMA Phone from other country

Can I use a CDMA phone bought from another country?

i.e. My bf has Cingular. He regularly buys phones from Asia and just puts his card in and it works. He saw a phone, CDMA that he thought I'd like from Korea. But wasn't sure how our system worked.

I know typically you can buy a CDMA phone and activate it by calling VZW or online. Can it be done with a phone bought from Korea (whose system is mainly CDMA)?

A friend of mine from Canada used to roam around the USA on Verizon's network for years Bell Mobility CDMA phones.

But when he wanted to move the phone to their network permanantly, Verizon said "No way, it won't work on our network".
