if you have a phone with email (say the moto q), does it cost airtime to retrieve your email/surf the web. or do u neeed a separate internet plan on top of your phone plan

Doesn't cost airtime. It costs per Kilobyte. Most people (myself included and I don't work for any wireless carrier, I just speak from experience) will recommend that you get the unlimited data plan.
