Is it possible

Can a person call verizon and have a block put on incoming calls that the number is blocked, so only calls with caller ID available will come thru.

I'd call and suggest that this is a feature that you want. A good idea. I's available for landlines.

I may be incorrect, but I seem to recall looking through a customers phone with them- I believe it was a Moto 276 or something- and in the settings you could restrict calls to contact list only. I don't know if all phones have that ability, but it is something you do with the phone, not on the network. I cannot find that option in my own phone, but I am under the impression that some phones will allow you to restrict incoming calls to only numbers you have in your contact list. I am not sure if that is what you are looking for, but it is a possible solution.

You are correct that is an option in some phones HOWEVER it doesn't work. It was a good thought though.

in some phones, it transfers the call straight to voicemail, and then the caller would flood the voicemail.

The number restriction only works for outgoing calls if I'm not mistaken
