text messaging overseas

is it true that new costumers can't txt message overseas. They have to wait like 6 months in order to be able to do that? One of the CS reps told me that, and i just lost a sell for 5 lines family share.

No, sometimes you just have to give it more then 20 minutes to get an answer.

I know that after 9/11 they made new accounts wait 6 months before calling overseas but I am not sure about texting.
