PDA and IM

I have a customer inquiring about a PDA phone and downloading IM on it. Does that still use texts as per a cell phone, or can it be downloaded as a program only?

Any help will be greatly appreciated!

The aim program on the pda's run over the internet so no charges for text would apply.

There's some other 3rd party ones which let you log onto aim, icq, msn, etc. I don't know the name of it but my brother was using it on his Aud Vox 6700.
