I am a TDMA rep, but I just got a call were a customer had just purchased an "Unlocked" AT&T Motorola V600. The customer is currently on the new Cingular network. She said she had spoke with CSE who told her to get the unlock code from Motorola. So the customer called Motorola and they informed her that it was a substity code she was after.
I had to inform the cust that there is really no such thing as an unlocked phone, and even if there was it wouldnt be much use.
Let me explain, I am going to use the Motorla V180 for example. It works with both T-Mobile and Cingular. But T-Mobile is 1900MHz only and Cingular uses both 1900MHz and 800/850MHz. So if there were such a thing as an "Unlocked T-Mobile Motorola V180" phone, then it would not ...

Wrong. Unlocked phones do exist. I had one and unlock phones on ebay. I had a ericsson T616 for AT&T I was using on T-mobile. Most phones can be unlocked with a data cable or other dongle. All nokias can be unlocked with a free program over the internet. Normally if you have an locked phone and put in a foreign sim, it will read sim not allowed or sim restricted. Unlocking removes this restriction and makes it possible to use other sims. This is also known as a subsidy code.

I do not believe you are correct. I just had a phone unlocked for my sister to use for Rogers Wireless in Canada and all GSM phones and even cdma have a subsidy lock code, heck I had my samsung a500 unlocked from Bell and placed on Aliant CDMA. and the Motorola v180 and v600 are both quad band phones and will work on any gsm frequency.
