If the customer had a TDMA phone then there is a very good chance the phone said AT&T on the display.
The phone was TDMA. From looking at the Eastern TDMA local plans and the National plan, it looks like AWS has no coverage in most of NY state. Only the DOR map has no roaming there. Are there AWS-friendly towers or something up there that would result in an AT&T alpha-tag display on a TDMA phone?
