I had called RM on 2 other accounts and they did it for me, I even saw several other accounts where that happened.
Did this policy change or what?

No what they can do is have it canceled for non pay while its an active service.what makes it go to OCA, is the payment history, if there a bad pay history, its sent off with 1-2 weeks, if the account was a good payer, they give 4-5 weeks.It all depends.
