basically there talking bout direct retail stores have this policy where if you fry your sim card , they will give a replacement one 4 free the first time. Any direct dealers that can clarify whether this is by discretion or policy?

This is by discretion, not policy. Basically what happens is that when stores sell GSM phones to existing GSM customer's there is no need for that person to have another sim card, so the stores keep the sim cards, this is where they get their "free" supply. If they don't have any extras, then you have to buy one at the $25.00 cost..
