I have PDA Phone called Zirocn Z3 works on GSM technology, dual band bought in singapore. I want to know whether I can use it on Cingular network.. how ?

will not. Cingular uses 800/1900 mhz, that device uses 900/1800. it is designed to be used in Europe/Asia.
