I tried to search but I did not see anyone ask this, do you 100 percent without a doubt need to sign up for a data package when purchasing the iphone???? Thanks I hoping to skip that expense and just use the wifi when needed.

Yes 100% it will require a new service agreement. It will not be avalible with out it.
