Another Extend Question

I'd like to switch to Cingular...but MOST of the area in which I live is covered by TMobile towers...(My office, most of my commute, most of the local shopping areas, etc).

I'm in Dutchess County (Poughkeepsie) NY. I want to make sure this is the type of agreement that won't result in me getting kicked off for being on the extended network too much.

I know the FCC is mandating they unwind a TMobile agreement in NYC, but I don't know if that applies to my area 90 miles north.

Can the FCC mandate a roaming agreement?

I know they must share the switches and trunks for which the customer pays the benefit of it, but a roaming agreement?

By the way the fee assess to customers is the Universal Connectivity Fee which could fluctuate depending on the usage of phone. There is no precise calculation for such fee that I know of.
