Why is it harder fot an at&t to get a phone than it is for a non-at&t worker?

or buy a motorola v551 unlocked on ebay for under 60 bucks. not that difficult.

dont buy phones from e-bay, especially phones that are known to be problematic (motos)....noone will be there to cover the warranty (b/c there is none).
