Post-Day One

If I sign up with Cingular post-day one, will I be able to access Cingular and AWS towers? The reason I ask is that I am switching from T-Mobile and wanted to know about the availability of 1900 for my unlocked T-Mobile phone.

only if you are in a market with the blue and orange network and if you also have a ENS capable phone and 64k sim. the phone will only be avaialable from cingular.

The 64K SIM is not necessary, because we are not forcing our customers to upgrade to a 64K SIM

but it is all we will be selling after the 32k's are gone.

again, the 64k sim only allows us to select your "preferred" network (blue or orange). if you have a t-mobile phone, the 64k sim will do nothing more than the 32k sim does now. your t-mobile 1900mhz only phone will still look for "orange radios" as its primary network.

so bottom line, will I be better served getting a phone with the 850 or can I pull the 1900 from the AWS towers post day one?

you'd be best off getting a phone capable of both freq. But if you don't, then yes you will still pick up ATT's 1900 mhz towers, just as your "secondary" network, and you would be limited to where those towers are.
