On November 15th will I be able to migrate from ATT to Cingular over the internet at cingular.com. Or will I have to go into a store to handle it? Let me know thanks.

You can do it "migration" at the cingular stores or at att customer care, but be advised you can't get the cost of the phone billed to the account, you have to pay up front for it, at the store by cash or credit card or through customer care with a credit card ,no bill to airtime account.
