well basically a phone to keep and use 10-15 mins per month, and not worry about making monthly payments. A plan I could pay for about a year, then maybe refill again ( yearly ).

You can pay $100 for a year which gives you 400 min for the whole year. Only thing, is be aware that there is limited coverage on the prepaid service. Check in with a store to make sure the purchase will work where you need it.
