If a customer migrates over to Cingular from ATT and cancels within the 30-day trial period, are they charged the ATT cancellation fee?

They are only charged if they do not reverse migrate.

If they cancel and leave ATT and Cingular during the trial period they are charged ETF from ATT plus additional fees from Cingular for usage and service provided during the trial period.

Actually, many customers are not being charged the ETF's because not all customers are being offered the ability to reverse migrate. It all depends on what your value is.
